Sort of. I'd much rather have a tier 1 than certain tier 6s. I still love a few unpopular ones but I don't really like many tier ones, I usually get them to directly sell.
Do the tier lists affect what villagers you want?

It's not really a tier list thing, but I kept Phoebe because many people think of her as a phoenix, and there wasn't any other uchi I really wanted either. Why would her being a phoenix affect my decision? Because I want my town to have magical or special creatures! Plus two villagers I just find way too cute to pass (Carmen and Marshal*). Although someone could argue they are a marshmallow squirrel and chocolate bunny which would be even better (that would go perfectly with Tia and Merengue), but that didn't affect my decision with those two at all (those things were brought to my attention after getting them).
Tier lists themselves didn't affect my decision at all, though.

I only look at the tier list when I'm going to sell a villager which I don't do often. But as far as picking out villagers I want I just pick ones I like. I have a lot of tier 1s among my towns, but just as many lower tiers if not more.

Yes and no. I do want Marshal, but not because he's popular. I just want him because he's so cute! Smug villagers are probably my favorite personality type, and I'm a sucker for small, fluffy things. I am also deeply fond of small, fluffy things that look cranky. Marshal basically pings my cute radar in every possible way.
But there's also the fact that if he weren't so popular, I probably wouldn't know about him... so tier lists did sort of influence me in that respect.

The tiers were based off people's liking of them, so if they're on tier one it's because there's a lot of people that like them. However, I already had my favorites before I knew about tiers, but even then most of mine were near the top tiers.
I like villagers that are cute, and when I started figuring out how to trade villagers the ones in the higher tier caught my eye, so I ended up getting them. There are definitely a lot of cute ones in lower tiers that don't get as much exposure. After having a cycling town and meeting every villager there is, I figured out which villagers I want for my next town. A lot more tier 3-5s!
