Diving and Tool Use badges

A lot of them are crazy (5000 USES?!), but I'm not sure, do the items just have to be USED or do they have to be successful? I.e. catching 5000 diving items rather than just hitting Y and letting your character take a dive.

Any ideas?

I'm didn't think I've dove 5000 times, yet I have my badge - and my current town was reset in February. I know for a certain fact that I haven't caught 5000 deep sea creatures! Mind you it's one of my favorite way to earn medals on the island. I wish I could help.

For certain ones, yes you have to USE the item that many times...but the diving one you only have to get all the fish.

Pretty sure you have to actually catch stuff. It wouldn't be possible to measure any other way. :/
