Cycling question

So bf got me a 2nd cartridge yesterday which I've been wanting for cycling for a while. I started it up last night and got 2 popular characters. My question is, is there a minimum of things you need to do in the town to start cycling villagers? A minimum of villagers you need to have/things you need to achieve? I read somewhere about having donated at least one fish to the museum or something but it didn't clarify anything else.

You need to have paid the down payment on your house, gotten 100% approval rating (have paid off one PWP, maybe? If so, get the campsite!) and have at least 9 villagers before any will move
