I've tried gifting Gala some dresses, because I hate her default one. She wears it sometimes, but she's wearing her default the most. I've also seen villagers get my designs from Ables, but they only wear them sometimes.. Is that it or can you change their default as well if you keep giving them the clothes?

I dont think you can change their default look but they do change between clothing you give them. Just like you change your outfit every once in a while your villagers want to as well!
