Can villagers that refuse to move in be invited back immediately..?

I have a dreamie, Diana moving in to Fables. This is of course where the problems begin! I have my town set up so villagers move next to each other 4 in a row and 2-3 in columns. I know how hard it can be to move villagers into places they have no interest in going into, so I left two spots where Diana could move, however her plot refuses to go anywhere near where I want her to, and if I try to force it by blocking off everywhere else, her plot simply does not show up.

I know for a fact that I can stop Diana moving in completely by putting a new character house where her plot is showing up (she will then send me a letter saying she couldn't move in, Rosie has done this to me before) and then waiting for more non permie villagers to move out and give me more room to plot reset before inviting her back in again, however I'm worried I'd have to go through the 16 villager cycle even though she never technically moved... Anyone got any more info for me or could anyone link me to posts where villagers have refused to move into a town because there was supposedly no space to do so..?

Any help would be greatly appreciated! Oh and just so you know I have been plot resetting on and off for Diana for multiple weeks, and I'm really starting to miss just playing the game normally lol!
 
Since she never moved in, I think you can invite her.
You say you can build a new player`s house on the house plot? I didn`t know that.

If you TT back to the day you invited the villager in you can go on as your mayor and add/demolish a pwp or add a new character house and save it (though not your forth otherwise you won't be able to plot reset in the future!). I often check with a new character that I definitely have TT'd to the right day before doing any of that first haha!

Ah you meant the day before. I misunderstood that:)
 
While I was cycling, someone came to adopt Phoebe, but then when they TT'ed to see where her plot is, it never showed up and they got a letter saying that they (Phoebe) cannot move in.

Since you said that you had this experience with Rosie, did you try inviting her back in where the 16 villager cycle does not apply?

No, because she wasn't a dreamie so I wasn't too upset about not getting her, but now I wish I had just so I had conclusive evidence! I cannot lose Diana for a 16 villager cycle, cos I don't cycle out villagers quickly... way too paranoid about losing a dreamie, so it would take me 5ever to get her back again, and my back up Snooty has already been in my town lol!

No she never did, that's a good point, however I know it takes a long time for them to appear and I don't think she would have yet anyway, as I've only just seen Lucky in my mainstreet and he left a long long time ago lol!
 
Last bump before I bite the bullet and stop Diana moving in... Has anyone else tried/had the same thing happen to them that I outlined in the first post?

I've never been in this position because placements of villager houses, Train Station, Town Hall, Re-Tail Shop, permanent Public Works Projects, and non-permanent Public Works Projects didn't take up enough space to cause this problem. I don't know what you specifically are dealing with; but it's either compromise or, if possible, "stop Diana" from being able to move in.

Another option is to give yourself more time for the maddening task of plot-resetting. Like an hour from now can be the absolute cut-off. Or, even more generous, one more day to attempt achieving what you want.

Is it because you don't have space anywhere else for her home? Could you take a picture of the area where you want her to move into?
 
i'm a little confused: so when a villager has their plot set up (ie the "spot reserved for ___") you can make a public works project/character house overlap that and they wont move in?

no, she explained that after seeing the spots they try to move into, you go back to the day you invited them and place pwps or houses there.

January 28, 2015 -- there is no plot for Diana. Mayor asks Diana to move in and saves the game.
January 29, 2015 -- person enters game with NEW character, doesn't like where Diana's plot is quits without saving
January 28, 2015 -- TT back to this date, no plot will show up since the 29th was played with new character. Place PWP

No, do you know how plot ressetting works? if you load a day with a new character, it won't save, so if you travel back to the last day you used your main characters everything should be exactly the same as it was... so if you travel back to the day you invited a villager to move in and you didn't load your saves when the plot appeared, there won't be a plot.
