I would assume so? Forgive me if I'm wrong, but once a villager (regardless of being brought in via amiibo card) is in a town, the ordinary adoption spiel can occur if that villager wants to move. Hope this helps!
 
As far as I am aware, any villager (from series 1-4 and WA) can be adopted from anyone's town. It's just the special villagers from the Sanrio cards and non-Animal Crossing figures that won't go to someone else's town.
 
Raddle and Bitty are in my town and they're my absolute favorite Villagers. I don't know why I love the WA Villagers so much.
 
Yes, as long as it's the series 1-4 and the WA (which June is)ones.

Sanrio and those villagers you use amiibo figurines for can't, Nintendo want you to buy those items if you want them yourself. :(

Raddle is the frog with a surgeon get up right? I think I have his WA card...it must had came with my copy of Animal Crossing WA. He'd probably be a pretty good villager to use for a creepy town theme.

What if the other player puts them in boxes...would they still not move over to another person's town?

Yep, that's him. You're lucky, I would've freaked if he came with my WA game, haha. Apparently he's not a real doctor based on his RV bio, which is kinda weird, but that'd be perfect for creepy towns.
