Can moving-out villagers prevent move-ins in any way?

I've got Rosie moving out on 5/15 (though I'm still back on 5/12 in my game; I need to rush through the next two days since someone's coming to take her on irl-Sunday), but one of the cycling town users informed me that one of my dreamies is available. So now I want to move quickly through the next few days so I can get Rosie out and Punchy in, but a bout of paranoia kicked in and asked "What if Punchy can't move in because Rosie is moving out?" I've never tried to move in a villager while one is preparing to move, so this is something I'm wondering about now. I figure I'm worrying over nothing but I felt I should make sure anyway.
 
As long as you have 9 or less villagers, you can ask someone to move in. Move outs don't stop anything. Be very careful, though, & don't wifi/streetpass with anyone before you get your 10th villager. if You pick up a stray, you will have to move someone out before you can get anyone else.
 
Everything that Lainey just said, lol. And make absolutely sure the player coming to adopt Rosie has a clear void so that you do not pick up a stray by accident. Clearing your void just means they need to visit a town that already has ten members. This voids the villagers lurking within the actual void.
