Campers won't move in?

Okay, so I've had a few people camping recently, and not a single one will move in.

I've had Nan, Peanut, and Chief all camping, and each one would say something along the lines of "No, I like my old town better." after I asked them to join.

Any ideas? I want 10 villagers so I can increase the chance of Butch leaving so I can give him to someone.

Keep talking to them. It sometimes take couple of attempts until they agree.

Hm. I asked Peanut like 5 or so times before I gave up on her. I guess if I bug Chief enough he'll move in- or I can just stalk Re-Tail until someone gives a free villager away XD

xD Some took 7 attempts for Marina. So it might take way longer for some.

it takes me like 2 times to get them to move in. keep talking to them for like 10 chats, its not that long.

Sometimes they need a lot of convincing, so like everyone else said, keep trying.

I mostly convince the villager in my campsite to move out lol. I get the boring ones

i know smugs are very stubborn to convince. it took me forever to get kyle and lopez. plus it's annoying how they kept taking my bug net and fishing rod.

normals and uchi's seem to be easy to convince. kitt jumped at the chance to move into my town :3

You don't need the full 10 for Butch to leave. Villagers start moving out once you hit 9.

I know, he's just being stubborn and won't leave, and having 10 increases the chances of them asking to move.

I got Beau very quickly! But others took me a long to get.

From what I've seen, conversation with them is random. So sometimes they'll ask you 6-7 times if they should move to the town before you've even played a game with them - in which case, they're going to be more likely to say no. But if they've mainly wanted to play games and later ask if they should move in, they're going to be more likely to say yes.

I have villagers asking to move out just a frequently with 10 villagers as when I had 9. It actually took me a long time to get to 10 villagers because as soon as the ninth one moved in someone else would want to leave. ><

Pretty sure that a camper can move in as long as u have under 10 villagers and the camper is not one of the 16 previous villagers that the game stores. Just keep talking to them and playing games until they suggest playing a game to decide whether they will stay. So far the most difficult villager to convince for me is RosieT_T--I think I took almost an hour. The easiest is Bob! After I played one game for furniture, he suggested moving in and playing the mini-game Not sure if this has to do with personality or if it's totally random.
