Do you have to be switch friends for people to come dig up flowers?

I'm thinking of later when I'm home opening my gates to let people take flowers because oh my god they're everywhere and I can't decorate ;;

Yes, they'll need to be your friend in order to dig flowers. Dodo codes don't permit any visitor to use the shovel/axe on your island.

Yeah if you want your friends to dig up flowers on your island you need to send them a "Best Friend" request in order to do that. I would not recommend doing it on trading sites with people you don't know. Sometimes there could be that one person out that can ruin stuff on your island. When they are "Best Friends" with you they will be able to use their axe, so becareful.
