2 days after Ozzie was in Campsite and no plot

Has anyone ever had a camper NOT put their plot down 2 days later? Everything I've read says it is 2 days. I had Chops move out yesterday (in boxes). I've only reset twice so far this morning.

According to my pictures it took Alfonso 3 days to move into my town.

It took one of my campers on a previous town a week to come. I was devastated. And then they popped up out of nowhere XD

Sometimes, it can take a short while for villagers to pop up. However, in my experience, on an average, it takes villagers between two and three days to get their plot out and then they move in the next.
