10th villager moving in, not from campsite?

Sorry if this is known information at this point, but it came as a big surprise to me. Clay is moving into my town (in a really inconvenient spot, at that), as a tenth villager. I have never seen him before in the campsite, I haven't visited a friend's town recently (though someone else visited mine yesterday), and I have no recent street passes.

I was under the impression that tenth villagers could only come in if you invited them in somehow, either through the campsite or by talking to them in another town.

I suppose I don't mind too much... Clay looks pretty cool at least. But I was sort of saving my 10th place for a Snooty personality, since I have none at the moment.
 
If you wifi with someone who has recently voided a villager (in other words, someone moved out and nobody came to adopt them), they can be passed on to you if you have a free spot. It doesn't really matter if you visit them or they visit you ^^~

Yep, I found this out the hard way a few months ago. >.>
 
You can also get a random move in, kinda like the ones you get at the very start of the game, where they have no origin except your town. This is especially true for anyone who time travels.
 
This happened with me yesterday, Aurora moved in. She actually stole the spot from a dreamie, Gladys. She's cute and all but she ruined my 16 villager cycle.

Not for 10th villagers. 10th villagers only move in when invited or via Streetpass/Wi-Fi

I suppose that must have been it then. Guess I learned the hard way.

Man I'm of two minds about him. He is a cool design and a nice color scheme for my town, but my second hamster (I already have Graham) and a redundant Lazy type. Though this might be a good excuse to finally get rid of Derwin. I dunno, rolling with the punches and designing around what I get is sort of what I like to do in this game, but this invader threw me for a loop.
 
Most likely what happened was if you did a trade or visited a town or vice versa, you got someone's void. Because I'm so strict about wanting only dreamies, any trades/visits I do, I inform the person to get rid of any voids beforehand. If you want him gone, either talk to him a lot and hope he suddenly decides to move (which happened to Skye when I got her to move), or ignore him.
