10 PWPs for perfect town?

Quick few questions before I go to bed:

• Does the campsite include towards the 10 PWPs for a perfect town?

• Second, what are the PWPs that lower citizen satisfaction? Can these PWPs be neutralized by flowers, trees, etc.?

pwps that lower cs:
- drilling rig
- garbage can
- video screen

i got this from a japanese guide and i cannot read japanese, so i don't fully understand it, but these pwps have grey arrows pointing down next to a green text which i assume means something like "nature". there can be an arrow up, an arrow down or a dash next to it which means "neutral" i guess!
there is also an orange text with arrows/dashes next to it, but i'm unsure what this means? some pwps like the illuminated ones, have an arrow down for the "nature" tag, but an arrow up for the orange one, (so those are balanced out i think...)

Yes, it counts. What you want is an equal number of nature and living points, and no trash! I achieved a perfect town with only my three bridges, two wood benches, a fountain, the campsite, cafe, and modern police station. These raise your living points. Most of my nature points came from my ~180-ish trees and 75+ flowers. If you see any Jacob's Ladders in your town, then you're doing good! Check with Isabelle, she'll tell you what you need. c:

ah so the orange text in the guide probably means "living" then?

oh and if the campsite counts, i've had 31 pwps in my town at once???
