Wisp time for restarts?

So just curious when you restart your town how long did it take you to find wisp? I wanna restart again once I get all my sweet amiibo cards in the mail~

I found him today around 11am next to my cafe! I read that he appears the day after you update.

Yeah I have wisp already I just wonder if you have to "unlock" him if you completely start over... I don't wanna wait long if thats true

Im totally blind with the update, what does wisp do? I know who he is but is he doing something special now?
