It's a regular in-game item, sold by Labelle, and is catalog orderable. So you should be able to get it.

if you can't get to a nintendo zone you can always do the ssid trick (change the ssid for your router to _The Cloud, or if you can use your phone as a hotspot and name it that, then visit the post office using that connection and you can get the item)

I live in Australia, where there are no nintendo zones, so I use my phone hotspot to get the dlc

Yup, so this is for the EU NZones and North America gets the Fedora Chair and later the Sushi Platter through NZones.
