Question about Villagers moving back in

Hello! I have a question.

Julian moved out of my town a few weeks ago. I know I would have to do a 16 villager cycle for the chance for him to move back in, but what about if I 'adopt' him from another town? Will I have to do a villager cycle? or can he just move into my town?

From what I've read you always need to do the 16 villager cycle before you can get a villager back at all.

^ Yup. There's always this 16 villagers cycle. -__- Also, if you are adopting Julian from others,
and have yet to complete the cycle, the 'move to my town' dialog/option won't come up at all when you talk to him.
(so that's one way to find out if you have completed 16 in case you lost track of how many...)
