Question about 9th Villager

As I understand it, the game will try to balance out the villager personalities in your town. I currently have eight villagers with no Smug or Jock. Does that mean that my 9th villager will be one of these two personality types or will it pull from all types?

No idea but you are right on the fact that the game does try to balance personalities. I'm going to assume that the 9th villager moving in will be a Smug or Jock. Your campsite however, I'm pretty sure its random in the campsite.

I've cycled my town so many hundreds of times to know that the 9th villager will indeed come from a personality that you are missing.

most likely smug or jock, though there's a possibility of just getting another personality type as well

it does tend to lean more heavily on what you dont have though from my experience cycling

Actually, you might not get smug or jock :C For the longest time I was without a peppy villager in game, when my 9th villager moved out I was like "Sweet! Now I can reset for peppies!" But the resetting gave me snooty villagers only.
