Also, some Pwps will drop citizen satisfaction, it's likely what happened here. Some are obvious like the drilling rig, others not so obvious like the trash can will drop your citizen satisfaction. Game FAQs has a list of what PWPs drop and increase satisfaction, as well as which ones only do a little and which ones do alot.
I dont think the custom design sign would lower the rating though. It might be that you tipped the balance between PWPs and trees. I say plant a few trees maybe and see if that changes it?
