Camper moves in without playing final game?

Has this happened to anyone? O:
I'm cycling atm for a giveaway, I only had 8 villagers and I saw Patty in my tent and after getting the moving convo 2 times, on the 3rd, she just decided to move to my town? O:

Yep, that happened to me with Chops. I also had only 8 villagers at the time. I wonder if I could have prevented it by not talking to him? Of course I couldn't have predicted that he would move in.
I can't remember the exact scenario, but I don't recall talking to him a whole lot. I might have, though. I still enjoyed playing the camper games at the time. I also didn't notice if he said that he was going to move in. It was a complete surprise to see his plot.

They rarely want to play with me to move in. I dunno why people keep saying that. 90% of my campers move in without playing a single game.
