Just finished my Island Tour gold badge (that would be 5000 medals) and my thumbs are killing me. Elite Scavenger Tour is the way to go! Well, Booker says Phineas is here and I can't find him. I DID find Katie and Pete, though. Are they keeping him from showing up?

Yes, I believe Katie is preventing Phineas from showing up (this happened to me once before). Once you get rid of Katie he will appear.
