Why won't Pecan leave?!?

i'm sure my relationships with each villager is the same and Pecan isn't my most recent move in so i can't figure it out.

Try the 16 villager cycling method.

1. Load up your game
2. Quit, go forward one day.
3. Talk to 2 villagers until they mention rumours. If someone's moving out who you like, go find them and make sure they don't.
4. If nobody is moving out according to rumours, go forward one day.
5. Repeat the villager-talking until desired villager is moving out.
It'll take a while.
