Why won't any villagers move out?

I'm currently cycling in my second town to get Ruby into boxes so I can trade her, the only problem is that none of my villagers are moving out! I've TTed over 3 months into the future, one day at a time, and I still have 10 villagers. Is there any reason for that, or is my game glitching out?

Have you finished the "Tutorial"? Basically, just keep talking to one of your villagers until they stop talking about "how to bury fruit" "press the a button to walk" and all that. It shouldn't take too long
