He's worn clothes before (ie. NL, HHD, amiibo Festival; not sure about Pocket Camp), but I guess he just prefers to be naked all the time. He's popular for a reason, haha. (Even Tom Nook feels incredibly passionate about him in this game.)
I couldn't help but start laughing after picturing this! Could be both, but I'd say it was mostly the former. She just wasn't ready to see all of that at once.

I don't recall him wearing clothes in NL?
He had a hat and a headset on (if that counts as being fully clothed) when he was playing music under the guise of DJ K.K.
Also, just found out that he did wear a shirt in Pocket Camp apparently. (Assuming you can't customize special NPC's outfits on there)

I mean, technically Blathers and Celeste don't wear shirts or anything, just one little accessory each--a bowtie and a hairbow--which barely count as clothes, so is it really that weird?
