why are hacking threads always locked?

i mean, if someone wants to openly talk about hacking, why can't it be allowed? it's not like it's going to kill anyone, and it isn't going to hurt anyone. i mean, if you don't want it in regular posts and threads, then make a whole new thread totally dedicated to hacking! that way it won't mess up any of the regular threads or whatever. or atleast make a member group for hackers.

Even if you had your own forum, hosted by you, not ZB... you could still get sued. It's not like some random TBT or ZB policy. You aren't going to find many credible AC sites where it's allowed.
