Kinda hipsterish but I prefer the seldom owned villagers... So ya I'd prefer tier 5's mostly. I guess I'm at an advantage in a way...

Rarity does not mean lesser amount of people have a certain villager. ACNL does not have a rarity system. Everyone could get a tier five villager if they want to. It's just that they don't. Therefore lesser people have them. It's all based on luck, or trading. No villager is rare, because you can get them by luck with the campsite or random move- ins.
