Which Theme: Around the World or Chinese Zodiac?

I'm having trouble picking which town theme I want to pursue and I keep going back and forth. I really like the chinese zodiac theme, with wooden bridges, zen pwps, bamboo, hot spring, and of course the chinese zodiac animals. But with this theme, I'd be stuck with all my villagers permanently or else the theme wouldn't make sense and I'm the type of person who likes to rotate through villagers after awhile of having them because I like to see new faces in my town. Plus with 12 zodiac animals and only 10 slots I'm having trouble figuring out how to make it work. An around the world theme seems cool, with the pyramid and the tower pwp and maybe different parts of my town dedicated to a certain place, so does anyone have ideas of what I could do for that theme? Any input is much appreciated!


EDIT: Thanks for everyone's input! I've decided to go with the around the world theme because I like it much better. Although I appreciate everyone's suggestions for villagers I need more suggestions for pwps, what areas I should cover, flowers and bushes that should coincide with cultures, etc. I've decided on an Eygpt area with the pyramid and sphinx, french area with wisteria trellis, picnic pwp, statue fountain, a beachy area(?) with the lighthouse, geyser and moai statue and lots of shells (don't know what country this could represent, any ideas?) a tokyo area with the tower, hot spring, zen garden, and a scotland like area with the windmill and toparies. Anyone have suggestions to help these areas or what other countries I could do?

With the Around The World Theme you could probably have:
-Ankha/Lucky (Egypt)
-Frita (Represent the USA xD)
-Pietro (Italy - His name is Italian)
-O'Hare (Mexico - His initial catchphrase 'amigo' is Spanish)

I think all around the theme is a nice theme to have, as people might mistake your chinese zodiac town as a zen town because of your public work projects. I also think an all around the theme is a bit more diverse and not many people attempt this theme. :)
 
For the Chinese Zodiac theme you could make 2 of your alternate characters represent 2 zodiac signs (and have them born in that year too). You could pick the ox and the goat because there's overlap with the astrological zodiac signs (Taurus and Aries) and make their birthdays coincide with those signs too. This theme seems high maintenance though and like you said, you like seeing new faces so maybe you should go with the around-the-world theme. It seems like Pekoe is one of your favorite villagers so she can represent China. Some villagers that weren't already suggested: Chow for China again, Apollo could be USA (national bird), Kabuki (or any number of Japanese themed villagers) for Japan, Olaf for Spain, Cousteau for France, Lucha for Mexico, a penguin for Antarctica, Klaus for ancient Rome, Knox for medieval Britain, or Boomer to represent traveling in general.

I think Beardo would be a good fit for Britain, but in a sterotypical british kinda way. Sounds awesome though, although you might have trouble balancing out the personalities.
 
Go with the around the world theme. I'm guessing the Chinese theme has been done before.

And O'Hare is Irish, not Mexican!
