hm, i think it's actually technically both. the tarsus would be the holder of the tarsal glands, which are inside the eyelid where we would "see" with our eyes closed, but the conjunctiva is actual tissue we see that causes us to... not see. its the lining inside. so all things considering, you could say both, no?
