when can villagers move?

hi, I'm trying to cycle out marshal and curly so my friend can hold them, but my villagers won't move yet. does anyone know the requirements for villagers to start moving? I completed the advice for living here, but I don't have a 100% approval rating.

I'm pretty sure you have to have the 100% approval rating first.

Once you have 100% approval, villagers ping every two days from what I've experienced.

I've had villagers ask to move before the 100% approval. Usually it was a week or so after my 9th moved in.

It kinda depends on how many villagers you have at the moment since it seems that you're fairly early in the game. Villagers will start to move out when you have over 8, when you have less than that, that's a move-in period, they most likely won't move until the 9th comes in.

I had to unlock the island before they started pinging me but i could be wrong
