When can I invite new villagers to my island?!

I built the campsite 2 days ago and currently have a villager visiting it. I placed his plot of land, and thought that I could start recruiting villagers from mystery islands. However, no one appears on the islands when I visit.. and now I've wasted NMTs >.< is there something else that I need to do?

You need an open, empty plot to find visitors on mystery tours.

Talk to Tom Nook again. You have to buy another plot and place it for villagers to appear on islands again. Each plot is about 10,000bells.

I did buy the plot, but for some reason didn't think to place it before I left to a mystery island hahaha. Thanks much for the help!
