What Is the Name of This Show?

Does anyone remember this guy? He's from a British children's "scary stories" show, and I found a picture of him on Twitter (there's a popular hashtag going around for growing up in Britain, and a bunch of old shows keep popping up). I can't for the life of me remember what it was called.

I REMEMBER THIS SHOW.
It was at 10pm and I always used to watch it before bed in the holidays, but sometimes it really scared me. This was one of my favourite shows, I can't believe I forgot about it.
