What is considered a Clifftop river?

Does a clifftop river have to be connected to the sea in order to spawn clifftop fish (stringfish, golden trout, char, etc)?

I believe for it to count as a river, it has to reach the ocean, otherwise it's just a pond. This thread seems to agree, but I don't know for a fact that's how the game works, or if it still works that way all this time later after various updates and things.
