What is a general's fan?

So I downloaded the latest Nintendo zone item and I can't figure out what it is or what it does.

Didn't find any info online either.

It's a Japan only furniture item, so that tells you it's got something to do with Japanese culture. It's actual name in the Japanese version is a gumpai, ironically one showed up in my depaato the same time this DLC is being distributed. Anyway, here's some info on it if you're curious what a general's fan is in real life:
