What am I doing wrong?

So I got the island unlocked, got everything I could get there and every fish/bug for February and March PLUS five paintings and at least 30 fossils in the museum so why isn't Blathers letting me work on the second floor? I've tried everything and waited weeks for it but nada. Is this a bug in my game or something? I've gone back and forth between rooms multiple times as well :c

I think you also have to speak to him for about 10-14 consecutive days for him to suggest the project.

Strange, After 20 items donated/ 1 of each exhibit one day you will find him thinking, did you try after 6 pm?
I know I donated, went into a room and cam eback and he was doing the thought animation

Ha, I guess it was silly of me to think after donating so much you wouldn't have met the speaking to him requirement x_x (I'm not awake), but that's all I could think of ;;.

Yes, did you try after 6 pm? That's a key element.

It has to be after 6pm? I think I did after 2 weeks (went to the beach to catch a Dorado on a tour) but I'm not 100% positive. That must be it, then c:

He will offer the project as soon as you reach the right donation amount, though only at the right time of day as noted above.

For the longest time, I thought it had to be past 6pm too, but in my latest town I saw Brewster thinking around 2 or 3pm and he suggested The Roost.

I don't think it has to be after 6:00 PM. When the upgrade was available for me, I remember going into the museum during the day and he was awake to tell me the news. Just keep trying. If you've made the correct amount of donations, he'll eventually talk about the upgrade.

As well as the donation requirements, you need to speak to him (even if you have nothing to donate) for 14 days straight, and then on the 14th/15th day (can't remember which one) he will be 'thinking' about the project. I've seen him thinking about it in the morning so it doesn't have to be after 6pm I don't think. Good luck!

I think this was the thing that did it for me. I did a bunch of mass donations and talked to him 10+ individual times over the course of a few days, and I was thinking "Why the hell isn't he prompting me to do the second floor renovation project yet!?" - and of course I was too lazy to actually look it up, so I just waited and passed the time doing other things, bringing in smaller bundles of donations on some days and none at all on others... and finally he sprang the idea on me. I figured it was the same mechanic that's in place for, say, Shampoodle opening or whatever - gotta wait a set amount of days ingame before anything progresses any further.
