Weeds with Beautiful town ordinance ?

I have had Beautiful ordinance for over a month now. I pluck clovers and dandelions from time to time but that's it. Today I found a weed in my town. How come is that even possible ?

They still appear with beautiful town, just nowhere near as often.

I have had Beautiful Town since June. I have maybe had 10-15 weeds total to pull. I won't be getting a badge for weed pulling anytime soon (if ever). To bad the island doesn't get weeds that could count towards your badge.
To get bronze you have to pull 500 weeds, 2,000 for silver & 5,000 for gold.
