I find there are a few villagers whose appearances go against their personalities. For example, Sally, Celia and Jambette all look like snooties to me, yet they're normals. Any others you can think of?

I don't think Ribbot or Pietro fit their personalities. or Lucha. or Cranston.
Lucha looks like he'd be Stinky's jock friend. Ribbot just doesn't look like a jock to me, and it bugs me so much. especially when he goes on about his rippling muscles. it's like... Ribbot, pls. you are a robot frog. you do not have muscles. what are you doing

Chief doesn't look like a cranky villager to me. He looks like he would be a lazyor smug villager, but I love the cranky ol' butt regardless.
Chief is the best! Idk, not sure if I can picture him with that squeaky voice, i like him grouchy with a heart of gold

Appearance wise he doesn't meet the cranky personality to me. He seems more lazy or smug to me.
Ruby isn't normal? I thought for sure she was. I've never seen her in-game, but she looks to me like a normal personality type. What is she actually, a peppy?

Marina doesn't seem like a normal one so I get what you mean
Ruby shoud be a normal for sure.
Celia looks like a snooty, Boomer looks like a Cranky and Puck looks like a jock. Annalisa, Biaca, Tabby, and Pippy look like uchis. I think Gabi and Dotty look like normals too. I just don't get that hyper vibe from them,

Jambette is very much a Normal. I've had her since Day #01 in my first town, Applewin. She's a very mature frog, who inhabits the Normal characteristics of being polite, considerate, loyal, and encouraging.
I do think there are some villagers who come across like they could have doubled. Meaning, in addition to their assigned personality category, there is at least one more category that could have suited them. As an example of this, I think a good amount of the Jocks could have been Lazies. I think some of the Uchis could have been Normals. (Though I admit that last one is a stretch. But, I'm thinking of Muffy.)
This is a very creative game. Pulling off a believable array of 333 villagers is difficult. I had a thread, posted months ago, that had some really good responses. It asked people which villagers really look like the fit their category.
By the way: To answer your question, citing at least one specific example, I will suggest Cookie. (She looks more to me like she could have been a Normal. But, the game probably thought it had enough female dogs who are Normals.)

Chief doesn't look like a cranky at all.
Muffy and Phoebe look a little more like Normal/Snooty than Uchi, Timbra looks more Uchi than Snooty, Cousteau should definitely be Lazy, he looks like a chef why would he be more concerned about working out than food? Smug would be a better fit for him than Jock too. Willow kind of looks like a Peppy to me more than Snooty, and Ribbot Cranky instead of Jock
