Villagers sometimes don't want to move even though you told him yes?

Okay so I hoped back into New Leaf since its been a while and Ed ran up to me saying that we was thinking about moving out. He wanted to leave on the 25th of this month and I just said "Ok Thanks" as one of the options. Then he said "whoa wait I thought we were friends! I am staying so I can be a better friend" so I have to ask this question will villagers sometimes not want to move even though you told them yes, but they don't want to move?

Since I played New Horizons I am so used to villagers always being responsive whenever you tell them to move out or not, but in New Leaf I never seen a villager say that they want to stay even though you told them you want them to move out. Did anyone had this before and if so does this mean that they will actually stay or will they change their mind and still ask you if they want to move out? I'm a bit confused.
 
I don't know the mechanics for sure, but I believe that if you don't have a good/high friendship level with the villager, they'll decide to stay, even if you don't move them out. I've had that happen with plenty of villagers that I wanted to cycle out. It's annoying, but something you just have to deal with. Honestly, kinda one of the reasons I prefer NL to NH. The villagers seem more like people instead of puppets.

Well then I guess I spent too much time with Ed and to be honest I really want him to go, but I guess he just wants to stay. I guess maybe ignoring him will convince him to move again.
 
Hi there! I’m a little foggy, it’s been awhile since I’ve cycled villagers in NL, but as far as I’m aware regardless of friendship level it’s possible for a villager to decide to stay. When I used to move a lot of villagers in and out, if a villager changed their mind I would shut the game off without saving. When I booted it back up and talked to them again they could decide to actually leave. If they didn’t, I’d repeat the process of turning the game off and on again.

Somewhat. I had all my villagers on the same friendship level (at least I tried to) and it was always random if they decided to stay or not.
As already mentioned above, if they say they want to stay, simply turn off the game without saving and start it again. There is a good chance that they will say that they will go. :)
 
I totally forgot that would happen in New Leaf. I hope they keep the feature that allows you to choose whether you want them to leave or stay. I love how they ask you if they should move. I’ve been able to keep all of my dream villagers because of this.

I have never had this happen on New Horizons where they would stay after you tell them to move.

I'm new to New Leaf, so I don't know all the specifics yet, but the moving system is quite a bit different than New Horizons.

What you experienced is normal, but I'm not sure if it's based on friendship level or RNG. From what I can tell, I don't think New Leaf has been data mined the way New Horizons has. A lot of what is known is based on people's experiences whereas with New Horizons we have empirical data for how everything works.

Other things I've learned through reading - villagers can leave without warning, so it's helpful to talk to villagers and find out who is thinking about moving via the rumors system. I've also read that amiibo villagers are less likely to move out in New Leaf (unless you have all amiibo villagers), but I haven't tested it.
 
Is just an annoying option. That had nothing to do with friendship levels.

When someone tell you they want to move out and then they said: “You know what? Nope, i'm staying so we can be better friends.” Just leave without saving and try again until the Villager actually tell you that he/she leaving.

Also, about the Amiibo Villagers Etown mention... Yeah, they are way to much hard to move out. I just use that feature to move Stitches and have no worries of him moving out.
