Villagers moving in/moving out question

So I had a weird experience and I'm not sure if I'm going crazy. Since I started playing last summer it's always been my character (mayor), my wife's character, and 9 villagers. So Anabelle just moved away, Drago moved in, then Tammi moved out....then Anchovy just asked to move away without anyone taking Tammi's place. Am I missing something? I've never had this happen. I triple checked and no one moved in to take Tammi's place. Not counting myself, there are only 9 villagers. Any ideas?

Oh! Yeah, you can have 8 villagers, but when you hit ≤8 you get random move-ins. At 9, you can only get a move in from a campsite, from inviting someone in or from the WiFi pool!!

That's weird. Drago was the first villager I've asked to move in in a very long time, yet I've maintained the 9 villagers. One moves out, another moves in. It's been my secondary character and 9 others for almost a year. I've actually cycled through maybe 20 villagers without asking anyone to move in, the whole time maintaining the 9. The only recent change is I had someone come over to get anabelle, then I went to another village and got Drago. Now it's all weird. Ugh. I'm so confused.
