It's weird but Eugene's eyes never seem to change.
Goldie usually has little dot eyes, but when she's surprised they get really big with tiny pupils. I thought it was jarring at first but now I think it's cute.
Shep has one of the best surprised faces. Usually you can't see his eyes but when he's surprised one eye sticks out from under his bangs, it's adorable.

I've found that villagers with their eyes closed when in a normal state, don't look great in most occasions. It just isn't right, because they should have their eyes open and when those eyes do open it looks really weird. :/ I don't have any partcular examples at the moment, but I do know a few others with weird eye changes.

Dotty's eyes unsettle me most of all, because her eyes start out black and normal looking, but when she's surprised her eyes turn red, like, I wish I had a pic to post, but when she's surprised she looks straight up possessed and happy to be.
For me, Pancetti has the most beautiful eyes in all of ACNL. A close second would be Portia 
My vote for most disturbing eyes would be poor Moose. He looks as if he was hit on the head. The designers did him a huge disservice. It's a shame because he is a lovely little guy.

I have so many problems with villager eyes. I think I'd like certain villagers way better if it weren't for their eyes...
Iggly, Moe, Coco, Nindori, Roscoe, Rodeo, Rory, Spork and a bunch of others I can't remember have scary eyes.

I really dislike kikis eyes constantly. I tried so hard to get her and then when I did I just wanted her gone
What?! Roscoe is awesome with his red eyes, he's a pure cranky and his eyes only add to that. I'm not sure if that's your standard, but not all villagers should have cute/sparkly eyes. For a cranky I think those eyes fit him perfectly. How do Iggly and Crackle have scary eyes though? The only thing is that Iggly looks up and Crackle has a line along his eyes. What do you think of Hopper?
I personally dislike Fuchsia's eyes. I think her make-up looks disgusting, and although some villagers can pull it off, make-up on villagers usually doesn't look nice and Fuchsia is an example of that. I could have actually liked her if she had different eyes/no excessive make-up, but I really dislike her for that now.
I also dislike Marshal's eyes, he looks so grumpy. He could have been such a nice villager if his eyes weren't frowned all the time.
