Villager Question

I have 9 villagers. I went over to someone's town to try and convince one of their packed up villagers to come to my town. They never asked if they could move to my town. Will they show up now, or did I do something wrong?

Edit: So I just realized I have ten villagers. I don't have the campsite, and didn't speak to any villagers and invite them from another town. How do I have ten?

Usually it's the first time you talk to the villager that they'll offer to move in. a problem could be that you had that Villager before. Maybe you should've talked to them a few more times. Not sure.

I spoke to him about 50 times in total, and have never had that villager before. I never even spoke to my eighth villager. They just decided on their own to move into my town from a friends town.

Do you have someone setting up a house? I think there also might be a limit on how many personality types you can have and possibly gender (so you couldn't have a town full of just Lazy villagers, for instance).

I don't have anyone moving in. My villagers are Gladys, Cheri, Sheldon, Rocco, Gabi, Drago, Alli, ...

Wait. I have ten villagers! How did I get ten villagers if I never invited any in?

Through streetpass, or one can just randomnly come from another town

This can just happen, i visit my sisters town alot, and if one of her residents has moved out recently i might end up getting her cast offs! Frustrating...
