How do I unlock other public works projects? I know theres a lot of them and some I want, like new kinds of bridges and the police station and stuff but I cant figure out how to get them...

They're given by your villagers randomly. One day, they'll ping and run toward you so don't ignore them and, by any chance, they'll tell you about a thing they want in the town and they'll ask Isabelle about it (but it'll be acquired after the discussion). One of the tricks to get more PWP is to be unactive for 5-10 minutes or more without being in Sleep Mode. Stay away from villagers, go fishing or swimming. Once again, it's totally random and it happens once in a day (I think). But they might request something else.

okay, sometimes i completly ignore my villagers :/ like when im harvesting lol. do they have to be outside for it to happen too? cuz ive never had anyone ask me for something inside. is more than 1 villager asking for a quest type thing in a couple mins a good thing? one wants a yellow butterfly and the other wants a time capsule buried, so would that be a good thing?

Also, this isn't the right board to ask this. You should move this topic to the Animal Crossing New Leaf board, which is here

If you do the trick of being inactive to try to get a ping, it may take a couple tries. Sometimes they'll ask you for a new nickname/greeting, etc. But it does help speed up the process ^^

many people do the wetsuit trick which i believe consists of digging holes to trap your intended PWP suggesting target, and diving on the beach for ~5 minutes. i do that sometimes but moreso i just go on my beach and hang around, pretend to fish.

i receive a ping every time, however i only get one PWP suggestion a day. a lot of the times they ask for catch phrase changes or random questions, and if you have anything in your pockets, they ask to buy it or trade it so try to keep that empty as well.

It's also best to never ignore a ping. Because they all sound and look the same it's better to answer to them all. Even if it's for a new name or a favour, I'd accept them as they bring your friendship up with that animal. I think the better friends you are with them the more likely you'll get pwp requests from them. Not entirely sure about that, though, but that method seems to work well for me.

I've actually found it better to leave things in my pockets. Fill them with bell bags or your tools or even flowers. Villagers will never ask to buy any of those, so it's safe to keep them in your pockets. Along with unidentified fossils. :] If you leave your pockets empty, they're just gonna give you their stuff or try to make you buy it if you have bells in your wallet but an empty inventory.
