According to Nintendo, there's nothing that can be done.

I recently chatted with someone who had the same problem years ago, but when the WB update came out, it was back to normal. What would happen if I were to uninstall it, then re-install it?

I really hope so too!
Well as I said before, I used a new SD card a few weeks ago. It was blank so the update was gone and I had to reinstall it. That had no consequences for my game, but I don?t know if there is any difference when you manually uninstall it...
Ahh, I see. I only ask because if you can retrieve that address, there's a low risk hack you yourself could try with the new blank cartridge you've just bought that involves visiting that town and dumping>injecting data through a menu on the homescreen whilst the game is running. If you can find it, I'd be happy to give it a go with my spare ACNL catridge and let you know how it all pans out--perhaps you've handed it out to a friend or acquaintance who might still have it in their list of dreams?

Did anything change when you tried to start with the mayor after that? and what if you then went back to the side caracter? did they start up properly?
The mayor still isn't working out. It fails to load the town when I attempt to login as it. I'm trying to figure out "why", though.

Strange, I guess you can?t access a lot of things that relate to the mayor and change them to see if that does something? I know there were buggy items in past games (related to hackers) but I can?t imagine a bug like that happening randomly..
An option might be again to ask a hacker with custom firmware 3ds. I know people have looked into the files for new leaf, I don?t know if the problem would be so easily visible that it could be fixed like that but its always worth some research maybe...
But first I would try to change thing in the town with the new character and see if that does anything.

I guess the problem isn't just in the mayor; I just tried to demolish the house of that new villager I made, and it prove incapable of doing so.
Edit: Just tried to login as the new villager, and I couldn't do that either. It just gave me the same message as if I logged in as the mayor.

Unfortunately I don?t know the answer to that. I?m not in the 3ds hacking scene myself but when I tried to find out if inserting a blank memory card could damage my files, I saw comments how people looked at the NL files and saw that the name of the save-file was changed with the welcome amiibo update. That being the reason why the game only accepts to load on a saystem with the update present. So I figured if people could look at the files, maybe they can do that for the cartridge as well? I mean in order to create illegal digital copies, the cartridge needs to be copied somehow...If it?s anything like vita hacking (which I?m slightly more familiar with), it?s likely that some programs for custom 3ds firmware exist that can convert and copy the game files to a computer. For reading a cartridge you should need the proper hardware, which the 3ds obviously has,so it makes sense that, if you can do that, the easiest way is with a hacked 3ds. If yours is at the newest firmware you shouldnt be able to hack it.
My advice is that you take a look over at reddit and look for the 3ds hacking community to ask people there if anything can be done. Maybe they know of ways to scan cartidges or people who do something like this professionaly. Maybe you end up finding someone trustworthy enough to send them the game (if there is no other chance for recovery that might be a risk worth taking).
I wouldnt just look at reddit but other websites with bigger comunties around custom firmware for 3ds, because after all, "hacking" is not only pirating games, it?s mostly to devellop software to find new interesting uses of a system or to optimize it.

My offer still stands regarding the dream address. If you ever find it, I can inject your town's data into my spare cartridge and hand it over to my friend who can look at the files. No harm no foul if he bricks it that way, and he very well may be able to fix anything that's causing this error. However, considering the game wasn't corrupted when you created your dream address, that might not even be necessary--I'll happily send you the cartridge for free when all is said and done, 'cause nobody should have to deal with this. Also, the fact that you were actually able to create a new save file, however buggy, means even on your current cartridge it's not a game breaking corruption that has occurred, so get searching gbatemp and reddit for somebody who'd be willing to help. Truthfully, hackers aren't evil; to many, it's their artform and they live and breathe code--many even have propriety programmes that might be just the cure for what ails you.

It would be wonderful if you could do this! I think I heared that people can search for towns by name? So shouldn?t there be a way for us to look for Chem?s town and maybe find out his dream address ourselfves? I will look into that.
Also Chem: Was your dream address updated after the welcome amiibo update? Otherwise we can?t find it. Also what?s your town?s name and mayor?s name? I have never searched for towns before and I don?t know if its possible but I can try. We could also try to make a new thread like "please help find this town".
Basically, if you want a backup of your town, update your dream address and share it online or write it down somewhere. I hate that your cart is messing up. Is there a way to create a new character and get the dream address? If someone does dump your town from a dream address, everything comes over except the insides of the player houses.

how many player houses:
what are their names:
just in case there are multiple towns with the same name and mayor.
Can you add pictures to posts here or do you need spechial permission to do so? I will describe your house if i think I found it so you can identify.

The dream address was made after the update- Here's all the info I remember~
Mayor's name: BJ
Town name: Gametown
Modern town hall, modern police station, Imperial exterior for my home.
That should be enough to zero out my town. If not, I can send pictures.
Assuming your friend can uncorrupt the data, what arrangements can we use for transporting it to me? I still have the new, empty ANCL cartridge I bought to transfer data with, so I'd be more than open to trade that.

If its possible maybe you could also send them your original cartridge. Someone said that using the dream address we would probably loose the items you had. So if a recovery through the dream address is possbile, maybe Fantasia?s friend could even save your items if you gave them the main cartridge? But thats just a thought
