If I have a villager moving on the 22nd can I safely TT to the date without being at risk of another villager moving? I'm currently at 10 villagers.

Yes. Only one villager can move at a time, with the exception of kicking villagers out via amiibo card. ^_^

Ok thanks! I was worried bc I know a few people where the villager wasn't in boxes on moving day for some reason and somebody else wanted to move;;

That's never happened to me. So I think as long as you time travel directly to the date, without doing any other time traveling that might affect it, you will be fine ^_^
