Can someone please dream visit my town and pinpoint exactly WHAT is preventing it from being "perfect"? Or what's missing?

Easiest option is talk to Isabelle, she will let you know what is needed, either more trees, flowers, PWPS, remove weeds and items on the ground.
 
Okay, so after running around for a while one thing I would suggest is having more trees/bushes lining your pathways. It brings some order to the layout of your town. Second, and maybe this is just my personal preference but I really don't like the way different bush types look when they are put right next to each other. I typically stick to hydrangeas with hydrangeas, azaleas with azaleas etc. but maybe that's just my personal opinion. Third, your pwps are kind of just randomly placed around. Where the wind turbine is, maybe consider placing a few in that area as you typically don't just see one in the middle of nowhere in real life, there are typically multiple of them. Another pwp that seems a little out of place is the one random street lamp under lopez's house. Consider adding a few more of those. And this may be another personal opinion of mine, but I really like edged paths as opposed to one path placed over and over, but I realize that takes a lot more time and dedication to plan and lay out across your town. It does offer a more polished look though, in my opinion, so you might want to consider that. Finally, placing bushes between bamboo/trees that you have lined up can help make things look more unified, so you don't just have rows of random trees. :) honestly I would say your town is looking like it has a good start, but it isn't quite unified enough to be "perfect" at this point. But it definitely has a lot of potential! I hope this kind of helps. Or feel free to totally disregard everything I said cause it is your town after all, lol!

All she ever says is that citizens feel that my town's "underdeveloped" and that I need more PWPs...even though I have hordes :(
 
Exactly how many pwps do you have? If you have the max, the issue may be too many trees. I believe to qualify for a perfect town, there must be 110-200 trees. I had over 200 trees and 30 pwps, so all I had to do was cut down a few trees to achieve the perfect town rating.
 
How many villagers do you have? I lost my perfect town status after one of my villagers moved out (10 -> 9). But I gained back a few days later after someone new moved in.
Also, I heard some PWPs also lower the town satisfaction but I'm not sure which ones
 
I noticed that your town is neatly organized with many bamboo and fruit trees. I'd suggest planting some more normal trees, like even pines. And then plant bushes in and around them. Also add a few more PWPs, maybe some benches or lights if you like.
Empty spaces, like beside Deirdre's home fill them too, look for landscaping ideas from visiting other towns in dreams.

The bright lights like the huge tv sign, dunno what it's called, the garbage can, the tire toy and the drilling rig. There may be more but try to avoid the ones I mentioned.

@Drew1234: I've been looking for someone to sell me a heap of pines for a while now; currently don't have many and I think they'd definitely add more variety. And, yes, adding more PWPs is definitely a priority haha. Thanks!

I'll pay a visit ^^ Although, no town is perfect and reaching that state in ACNL is quite rare, so you shouldn't feel too bad about it in general if you can't achieve it.

I'm pretty sure they mean paths with borders. They take up a lot of pattern space though, so some people (like myself) don't use the inside corners. That still takes a whopping 9 patterns slots.

Yes exactly, paths with borders. Yeah they can take up a lot of space though. I have paths both two tiles wide and single tile wide, and I have to use like 22 design spaces across 3 characters.
