Yes. Town data is saved on your Switch with no option to create more than one town, regardless of how many carts you have.

No. I think it has more to do with preventing cheating. This is why they are so unwilling with the cloud saves.

By allowing the game to save to an SD card, players could make backups of their saves, and duplicate all items.

Nintendo under this new management (Dave Bowser) is extremely anti-consumer. Everything is a cashgrab. Force online, one island per switch, and etc...
