So I Think The Picnic Set Is Time Locked

Today Isabelle only had one announcement to make and she did NOT give me the Outdoor Picnic Set recipe. I think it's time locked to April 1. Can anyone confirm?

If Isabelle has bigger annoucements to make, like shop opening, villager moving, kk slider, stuff like this, she will not give you the diy. For example from 1st April until 5th April I will have villagers move in day by day, so there will be no basket until 6th day, bc hopefully then she will have no announcement.
