So, I just TT'ed to a villager's moving date, and when I TT'd back, I noticed I had a plot for Jeremiah. I haven't gotten him from anyone's town or campsite, and had 9 villagers, so I shouldn't have gotten a random move in. Is there something I'm missing? I'm really confused.

You can still get random moves in with nine villagers. It's just rare.

Actually, it seems that he came from the person's void who came and got Erik from me. ._. That's a bit annoying. Does anyone know if it's possible to move out the last villager? I have 9/10 dreamies and can't afford to kick anyone else out.

And yes, eventually even the 10th will ping to move contrary to the rumor they won't. It may just take a long, long while. But I have had 10th villagers move out before. Good luck! Darn that void!

Either a void move in or a streetpass move in. I've never heard of a random villager moving in after 9.
I've only had a 10th villager from another town (void or invite) /campsite/streetpass.
You can stop streetpass move ins by disabling streetpass for this game (via system settings). And prevent void move ins by never visiting/being visited (until you get a 10th you like). Not sure if there are ways round that or not as I've seen contradicting posts.
I have had my last move in ask to move almost immediately - to my surprise, as it was the 8th villager to move into a new town. And I have read that the 10th can ask to move before any others have moved - so I would think its possible.

I had the same thing with Scoot. Luckily it didn't take me long to get rid of him but I'm thinking he was from a streepass as I hadn't had anybody visiting my town at that time.
