Shirt trick not working

So I've sent merengue and Muffy three shirts of the same kind. And they just won't change their shirt. I don't know what I'm doing wrong, it worked on Diana. Any ideas?

its 5 shirts haha if youre afraid her house will look bad, if you send her 5 she'll only display 1 (idk why but it works), but if you send 2, 3, or 4 she might display 2 or 3 so its save to just go with 5 (in my experience at least)

Can someone explain this to me please? I have some problems with this as Pheobe habe NEVER use one of my gifts! Even if the thonky guide says she would love it! Yellow and ornate, I mean I bought a coral tee and she is wearing a leopard tee some other villager gave her! She only change her clothes when other villager give her a gift, but not MY gifts! I feel bad about it. Also Rolf didnt wear the hero's clothes I sent him, I thought he would look cool on him since iconic is his style.

The shirt trick is where you send a villager 5 copies of the shirt you want them to wear. If successful, they'll be wearing whatever shirt you sent them, but 1 of the 5 shirts you sent will then be displayed in their house.
