S-class or Special class villagers! I call them special class because they're really special! These are the Sanrio & amiibo figure villagers, and this is just my opinion(<- operative word) on their tier list!
Why did I bother doing this? lol because I was just curious. I was looking for a tier list that included these guys, but I guess no one makes them because of the extra work it takes to get them in the first place. And because it seems pointless, I guess? Idk, it's not like they can move from town to town. But anyway, I just wanted to know how these guys measure up when stacked.
What its based on:
Dream towns, other communities posts, TBT searches & general posts. It was tricky because I really had to pay attention to how people were talking about stuff and posting about these guys, especially when it came to stuff like Sanrio. I had to make sure to separate how each villager was received, and not just their items. I did this across a few active communities, including ones on g+, gamefaqs, reddit, and TBT especially. I tried to visit several dream towns where these guys were present and made notes of the ones I saw. I didn't include non-English communities btw, so I didn't visit any Japanese or Korean dreamtowns or communities.
What it's NOT based on: amiibo card and/or figure prices--reason is because this varies a LOT, not to mention that all of these villagers are hard to get a hold of, so basing it on rl cost is kind of pointless.
But anyway, that's how I quantified it. And based on all the info that I gathered up, here's my S-class tier list:
Top tier:
Etoile
Chai
Marty
Tier 2
Chelsea
Wolf Link
Inkwell
Felyne
Tier 3
Viche
Cece
Epona
Tier 4
Toby
Medli
Bottom
Ganon

Breakdown: ok so the tier 1 villagers are the ones that I saw being fawned over the most. Most of the people who talked about them thought their designs were cute/different/stylish, etc. Of all the s-class dreamtowns I visited, I saw these guys most frequently.
tier 2: almost like tier one, just a little less so. Most people liked them well enough though, and when it came to dreamtowms, I didn't have too much trouble finding them around.
tier 3: these guys were hit or miss for me. Most of the conversations I saw with them, either people really liked them, or they really didn't. It became a bit challenging to find s-class dreamtown with these guys in them, but not that much. Over all these guys are still fairly popular.
tier 4: These guys have a little trouble in the popular department, at least compared to the first three groups. Most people didn't hate them, but compared to tiers 1-3 they were kind of overshadowed.
tier 5: these guys are the least popular of the s-class. Most of the conversations I saw about them had to do with getting their items, but I saw very few who wanted them to live in their towns.
So yeah, that's it! What do you think? Agree? disagree? If you have your own interpretation, that's cool, this is just my opinion, based on what I saw.
And don't feel bad if your favorite villager didn't come out on top, all of them are still pretty cool, imo.

Felyne fell into tier two, from what I could gather. I put him after Inkwell because most people from what I saw had a stronger preference for octopus villagers. But yeah, it was kinda super hard, cause they can't be transferred. So conversations, impressions and dream visits are mostly what it's based on. When it came to Epona, her Viche and Cece had a lot of convos about having their items, but a little less dream towns had them living there, so that's why they all came in tier three.
