RV's and special characters

So I wanted to know what special characters can you get in the campground without using amibo so like Wendell and Bianca kind of characters. But then I saw some villagers like Cece and Inkwell. Can those villagers show up without using amibo and put an RV where Bianca's RV would be and you can move them in or do u need to use wisp for these characters to move them in.

you need wisp for special amiibo characters like cece and inkwell. their rvs will pull up alongside the daily npc camper so you can still visit the npc.
