after he came for the update, I got him two times in a row and then he was gone for a week. he showed up like 2 days ago and all the paintings were fake

Let's be honest, though..."everyone gets different character visits, so it's fair" isn't entirely true. I'm sure you will admit that there's a big difference between having Kicks sell you some worthless socks and a backpack, as opposed to having the opportunity to flesh out your museum. I think some of them are a fair trade (there isn't much difference between having Flick or CJ...or having Kicks or Label)...but I do think there is a difference when you're talking about Redd. He's more of a cornerstone. People who have him more often than the others are getting an inherent advantage to complete their museum first. I definitely feel like he shouldn't be absent for multiple weeks at a time...for anyone.
Maybe you could say that Redd and Gulliver are about the same on the "fairness" scale...but I haven't heard of anyone having Gulliver go missing for several weeks...so, probably not.
There's no competition. You're not competing with other users on museum completion. If someone really wants to complete their museum ASAP and doesn't get Redd as often, they might as well: a. trade or b. visit other islands with Redd.

I feel you, I had him twice, never saw him again. I look everyday for the grey smoke from the secret beach and he is never there(but he is family!)i'm with you!!! believe they only limit him because of the people that tt... but what about us that don't??? it will take sooo long before we complete it. i don't think it's necessary to make him so rare, even if people do tt it's not as if they can just give us their items? they're not orderable and some of it would end up fake! it's hard to wait for a certain art as it is.
It's not a competition, but a lot of people like the slow grind of adding things gradually...and want some degree of normalcy in doing so. Like, I personally enjoy adding a new item to the museum and then going and looking at it. It makes me happy to do that. So, if I'm going weeks and weeks without doing that, it starts to feel somewhat depressing, actually.
And you can't underestimate how many people play Animal Crossing as a solo experience. Suggesting that people go to other islands to find Redd, or simply trade art with other players is all well and fine...but there are plenty of people who don't want to play that way. It doesn't mean that their experience should be so drastically different from everyone else. Theoretically, everyone should be able to complete their entire museum within one full year cycle. That's just my opinion. If for some reason, that isn't possible...I don't think that's acceptable. There are a lot of art pieces...and if some people are literally only getting Redd once per month, then they are definitely not obtaining that one-year cycle goal.
