Diana has become my favorite snooty.
From the list of your cats though, I'd choose Kitty, though I've never had her in any of my towns. I didn't like Purrl when she was in my New Leaf game, and I didn't like Monique in previous games.

Personally, Olivia is my favorite snooty villager. She has a very simple design, but comes across as elegant. As for cute, I think I'd go with soleil.
